A floodplain doing its job — onto people’s fields
The Levels are a bowl. When rain lasts for weeks, the Parrett and Tone cannot empty fast enough, especially against high tides. Water storage on the floodplain is physically normal; putting villages, dairy herds and a railway in that bowl is the human geography. Saturated ground meant rain became runoff immediately — a hydrograph already high before the next band of Atlantic rain. This is why “they should have built a sea wall like Japan” is the wrong tool: the sea was not the main weapon, duration was. For causes, stack prolonged rain, low relief, silted channels, and floodplain land use. For effects, stack isolation, farming losses and house floods, not a invented death toll. Accuracy about what did not happen is part of the case study.

After 2014, dredging became a morality play: countryside versus “the Agency”. Geographers should be cooler. Dredging increases channel capacity locally and was visibly demanded by flooded farmers. It is expensive to repeat, can damage ecology, and may pass a peak downstream. Pumps move water; they need somewhere to put it. Upstream storage and catchment-sensitive farming slow the pulse but flood someone else’s land by design. A good answer names the Parrett/Tone, admits why dredging returned, and still says a mix is more sustainable than a single machine. That winners-and-losers tone is the same skill as coastal groynes — just inland, with wellies instead of rock armour.

Why Haiyan still belongs in this topic
Papers ask why weather hazards vary. Somerset 2014 and Haiyan 2013 are a taught pair: both are atmospheric, both wrecked livelihoods, and only one killed thousands in a night. The difference is hazard type (prolonged flood versus storm surge) plus development (insurance, housing quality, emergency services, media pressure, intact government). Do not pretend the UK rainfall was “weaker so nobody cared”; people were stranded for weeks. Do pretend, if you must, that an HIC cannot suffer — that loses the economic-cost marks. The mature judgement is that HIC capacity converts a disaster into a crisis of money, politics and mental health rather than mass fatalities. That sentence, with two named places, is a Level 3 closer.
