    Management is a cycle, not a one-off wall: monitor the Earth and atmosphere, predict where possible, protect people and property, plan land use and drills, then recover and feed lessons back into monitoring. HICs complete more of the loop; LICs often jump from impact to emergency aid.

    Monitoring: seismometers, GPS, satellites, ocean buoys, weather models, river gauges. Japan’s networks are dense; Haiti’s were not. You cannot manage a hazard you cannot see.

    Prediction: tropical storms can be tracked days ahead (Haiyan). UK flood forecasts use rainfall and river levels (Somerset). Earthquakes cannot be predicted to a date and time — only zones of high probability. Volcanoes sometimes give gas and bulge clues. Never write “they should have predicted the Haiti quake”.

    Protection: building codes, sea walls, shelters, dams, vaccines in camps, nuclear backup power. Japan’s codes saved people in the shaking; Haiyan’s low houses did not save people in the surge. Protection is expensive and can fail a design event.

    Planning: land-use zoning, evacuation routes, insurance, education, drills, aid protocols, managed retreat. Planning is cheap compared with concrete but needs trust and literacy. An ignored evacuation order is a planning failure, not a mystery.

    LIC versus HIC capacity: GDP, tax, engineering, media, corruption control, and whether the government still exists after the event (Haiti’s ministries collapsed). Capacity is why Chile 2010 ≠ Haiti 2010 on the same calendar.

    Aid sits mostly in response and recovery. It is not a substitute for the first three stages. Bottlenecks (airports, roads) show that response depends on infrastructure that protection and planning should have hardened.

    Exam judgement: the cycle is only as strong as the weakest stage. Haiyan had prediction without enough protection. Japan had protection that the tsunami still overtopped. Somerset had planning arguments about dredging after the water sat. Always attach a named place to each stage you mention.

Prediction is not a crystal ball

Students use “predict” as a magic verb. Split it. Meteorologists can model a typhoon’s track and shout Tacloban two days out; they cannot make a poor household own a two-storey house. Seismologists can map the San Andreas and Tohoku megathrust; they cannot text Tuesday at 14:46. Volcanologists may evacuate on gas and tiltmeters. River agencies can issue flood warnings from gauges, as in Somerset, and still watch a floodplain fill for weeks. In the exam, match the hazard to the honest prediction type, then say what protection and planning must do when prediction is weak. That is why Japan invested in codes and walls: because the clock cannot be known. Haiti’s tragedy was not a failed forecast of 12 January; it was decades of failed protection and planning before the clock struck.

Protection creates winners, losers and illusions

A seawall protects the houses behind it and can worsen erosion or false confidence next door — the same geography as coastal groynes. Japanese walls saved some streets and betrayed others when the 2011 wave was taller than the plan. Building codes are protection that works silently: the buildings that do not fall are the evidence, which is why Haiti’s collapsed ministries are also evidence. Protection is priced in HIC budgets and often missing in LIC informal housing. For 9-mark “assess management”, never praise a wall without a failure mode, and never praise aid without a runway. The cycle’s protection stage is where money shows; the planning stage is where politics shows (Somerset dredging, who is allowed to live on a floodplain, who pays insurance).

LIC/HIC is capacity, not climate

Both Haiti and Japan sit on plate edges. Both the Philippines and the UK get extreme weather. The management cycle bites differently because capacity differs: engineers, tax, trust, media, and surplus food. LICs still monitor (PAGASA tracked Haiyan) and still plan (evacuations happened). The gap is often protection quality and recovery speed. HIC Somerset flooded for weeks but kept a functioning state and a death toll that cannot be compared with Tacloban. Use that nuance: do not write “LICs do nothing” or “HICs never die”. Write where each place sits on the four stages, with a number. That is the whole point of learning four case studies instead of one cartoon poor country and one cartoon rich one.

Protection: cyclone shelters and evacuation can empty a coast; earthquake protection is codes and retrofitting that take decades (Japan versus Haiti). Limit: Haiyan still killed thousands because surge and poverty beat the warning; Japan’s walls were overtopped. Conclusion: storms are more forecastable; earthquakes demand protection without a countdown. Named places required.
